SEF certification does not begin with document upload. ATK’s official portal separates technical testing from the certification application. The live form says applicants must complete onboarding and POS-receipt tests using the same NUI or personal number, including sale, cancellation and return scenarios.

Phase one: identity and test environment

The applicant enters accurate data and keeps the same identity across testing and application. Public technical documentation on GitHub covers receipt construction, digital signing and communication with the fiscalization service.

Test credentials and production credentials should remain separated and access-controlled.

Scenarios that must pass

The live form requires completed onboarding and POS-receipt testing, including sale, cancellation and return. Keep request identifiers, responses and error evidence, not only a screenshot of one successful test.

  • Onboarding with the applicant’s NUI or personal number.
  • Sale with valid data and totals.
  • Cancellation with required references.
  • Traceable return flow.
  • Retest after relevant changes.

Phase two: application and documents

After testing, complete the SEF application with applicant information and required documents. Check current file formats and limits in the live portal on the submission date because older guides may show earlier limits.

Keep the acceptance email and submitted file set. The commission may request clarification or additional material during review.

Before pressing Submit

Use a two-person review for identity, contacts, version, filenames and consistency with test results. Rejection has a procedural impact: the portal warns that reapplication is allowed after one month and within the permitted maximum number of applications.

Two separate phases in the official portal

Phase one is pre-application testing. The applicant enters its data and the test taxpayer data; the fiscalization number is generated by the system. Certification application follows only after successful testing.

Use the live form for current upload limits

On 1 September 2026, the live form allows PDF, DOCX and XLSX up to 5 MB, MP4 up to 10 MB and at most 15 files in total. The static PDF guide still states 5 files and 5 MB each, so the submission-day portal is the practical source for current technical limits.

Regardless of upload capacity, the file should cover the form, identity or registration, solution and integration description, technologies, manual and conformity declaration.

Turn the requirement into an operating procedure

Technical requirements need to become steps that staff can follow: who opens the shift, how connectivity is checked, when a sale is complete and who handles an unclear receipt status. Keep the procedure short, written and tested on the real device.

Define escalation as well. An operator should never improvise through deletion or duplicate entry; they should know when to stop and contact a supervisor or support.

What to request in a SEF demonstration

Do not watch only one successful sale. Ask to see communication status, receipt history, offline work, retry, correction and operator trace. Those scenarios show whether the solution is designed for a real working day.

  • A clear status for each receipt.
  • A distinction between local errors and an ATK response.
  • History without silent deletion.
  • A defined maintenance and support process.

Can the application also be filed physically? +

Yes. ATK’s 1 June 2026 notice and the conditions document provide for electronic filing or physical delivery to ATK Central Office.

Which file limit should be followed? +

Check the live form on submission day. On 1 September 2026 it showed 15 total files, while the static guide still showed the older 5-file limit.

Is generating a receipt enough? +

No. The workflow also needs identification, reporting, status, storage, corrections and an action trail under the applicable requirements and procedures.

Where should current SEF information be checked? +

Use official Tax Administration of Kosovo notices, guidance and channels because requirements and procedures may be updated.

How can I verify that a SEF is certified? +

Use the current register in ATK’s official portal and match the company, SEF name, unique number, version and platform to the proposed installation.
